Labours latest attempted stealth tax, the Home information packs (HIPs) have come under further fire after Whitehalls spending watchdog ruled that Labour "appointed consultants with a clear conflict of interests".
The National Audit Office also slammed the department responsible for implementing the HIPs , the Department for Communities and Local Government (DCLG), as "Falling far short of appropiate practice"in developing and publishing the standards for the certification scheme.
